Saudi Arabia’s construction sector is undergoing one of the most significant transformations in its history, driven by ambitious national projects, rapid infrastructure development, and the objectives of Vision 2030. According to Ashraf Alameria, CEO of El Seif Engineering, strategic partnerships, technological innovation, and industry collaboration are creating new opportunities that will reshape the Kingdom’s future.
“The equity partnership with PIF actually comes at an exciting time in our company history,” Alameria says. “This collaboration will improve the sector and accelerate its advancement.”
For El Seif, one of Saudi Arabia’s most established engineering and construction companies, the partnership represents more than a business transaction—it reflects a broader effort to strengthen the Kingdom’s construction ecosystem and support national development goals.
Public-Private Partnerships Driving Growth
Alameria believes collaboration between the public and private sectors is essential to delivering the scale of projects envisioned under Vision 2030.
“This collaboration between the public and private sector will unlock a lot of potential and opportunity in the sector for everybody involved and will ultimately improve the quality of life in the Kingdom,” he explains.
The partnership between the Public Investment Fund (PIF) and El Seif is designed to address industry bottlenecks, strengthen capacity, and improve project delivery.
“It’s very important to have that partnership to unlock the pinch points and move the sector ahead,” Alameria says. “The partnership between PIF and El Seif will provide important synergies in delivering these ambitious projects.”
Building the Foundations of Vision 2030
With nearly five decades of experience, El Seif has played a significant role in shaping Saudi Arabia’s built environment.
“El Seif has been around for almost 50 years in the construction sector,” Alameria notes. “We have traditionally partnered with our leadership in delivering public projects, and today we are partnering again to help deliver Vision 2030 projects.”
The company’s portfolio spans infrastructure, defense, military facilities, transportation, hospitality, residential developments, commercial projects, and entertainment destinations.
Today, much of the company’s focus is directed toward infrastructure development.
“We are executing the majority of our work in the infrastructure sector because of where Vision 2030 is today—going through the infrastructure phase,” he explains.
Delivering Landmark Projects Across the Kingdom
El Seif is currently involved in some of the Kingdom’s most important developments, employing approximately 20,000 people across project sites nationwide.
“All in all, we have around 20,000 people on those sites delivering important projects to the public. These projects will become pillars of Vision 2030 and the realization of that dream.” Ashraf Alameria, CEO of El Seif Engineering
The company continues to expand into specialized sectors, including defense and military infrastructure, while also delivering major superstructures and landmark buildings.
“We have developed important expertise in the built environment,” he explains, highlighting the company’s experience across buildings, infrastructure, defense, hospitality, transportation, and commercial developments.
Embracing Digital Transformation
A key pillar of El Seif’s strategy is digital transformation.
The company recently completed a major milestone by achieving ISO 19650 certification for virtual engineering and digital project delivery, reinforcing its commitment to innovation and operational excellence.
“We completed a major milestone by achieving the ISO 19650 standard in virtual engineering and virtual project delivery,” Alameria says. “It is a milestone in any digital transformation strategy.”
The company has also entered into a strategic agreement with an international technology partner to build an integrated digital construction enterprise.
“We recently signed a game-changing contract with an international player that allows us to build an end-to-end integrated digital construction enterprise,” he explains.
The initiative aims to improve daily operations, streamline workflows, and ensure El Seif remains competitive in an increasingly technology-driven industry.
“This is an important step to build our company for the long term and make sure our processes, tools and structure keep pace in the rapidly changing digital age.”
Strengthening Resilience Through Strategy
Beyond technology investments, El Seif has undertaken a comprehensive strategic transformation to position itself for long-term growth.
“We recently launched and completed our five-year corporate strategy,” Alameria says. “It has laid the groundwork for us to improve and become more resilient as a company.”
The strategy includes evolving the company’s operating model, refining its market approach, improving project selection processes, and strengthening partnerships with leading international firms.
These collaborations have already helped secure major contracts across multiple sectors throughout the Kingdom.
“We’ve partnered with key international players, which led to winning landmark work in different sectors that we are executing today.”
International Collaboration and Knowledge Transfer
As Vision 2030 attracts global attention, Alameria sees international partnerships playing a crucial role in accelerating industry development.
“We embrace the Kingdom’s model, and most of our new work is in joint venture partnerships with international partners,” he explains.
These collaborations support knowledge transfer, increase local content, introduce cutting-edge technologies, and strengthen Saudi Arabia’s construction capabilities.
“Some of the key benefits of collaborating with PIF include scaling up capacity in the sector, improving local content, and adopting cutting-edge technology.”
Creating a Lasting Legacy
At its core, Alameria believes construction is about improving lives and creating long-term value for communities.
“We are a people-centered organization,” he says. “We are here to deliver great projects that improve the lives of citizens and residents, attract new talent, and continue delivering that work in a sustainable fashion.”
That philosophy extends throughout the company’s culture.
“We’re all about positive projects, exceptional projects, and empowering our people to deliver a positive legacy.”
Looking Beyond Saudi Arabia
While El Seif remains heavily focused on Vision 2030 projects, Alameria also sees growing opportunities for Saudi companies on the international stage.
“As Saudi Arabia increases its footprint outside its borders, we see Saudi businesses becoming globally competitive businesses and high-value exports in international markets,” he says.
For him, the Kingdom’s construction sector is no longer simply responding to domestic demand—it is building capabilities that can compete globally.
As Vision 2030 continues to reshape Saudi Arabia, El Seif Engineering is positioning itself at the center of that transformation, combining decades of experience, strategic partnerships, digital innovation, and a commitment to delivering projects that will define the Kingdom’s future for generations to come.
